![]() Ronald Allan Marders Nalupta was born on August 10, 1970 to Atty. Mariano R. Nalupta, Jr. and Provincial Board Member Ma. Elena M. Nalupta. Alan is the eldest among four children namely: City Prosecutor Myra Sheila M. Nalupta-Barba, Mariano Francisco Nalupta III and NYC Chairman Richard Alvin M. Nalupt a.
Allan studied at the Mariano Marcos Memorial Elementary School from 1977-1983 for his elementary education. He graduated with honors. He then proceeded to attend at the Immaculate Conception Academy for his high school education from 1983-1987 and again graduated with honors. He enrolled at the San Beda College at Mendiola, Manila to pursue his college education. He finished with a degree in BSC – Management. He completed his course in 1991. after four years, he decided to pursue higher studies and enrolled at the Ateneo Graduate School of Business in Makati City and took up Master in Business Administration and graduate in 2005.In 1992, prior to joining the Office of the Speaker of the House of Representative as a Legal Research Officer for six years, Alan first worked as the Private Secretary of his father who was then the Congressman of the Second District of Ilocos Norte. Allan’s advocacy led him to seek public office in 1998 and run for Councilor of the Municipality of Batac, now City of Batac; he was elected the youngest Sangguniang Bayan Member and served as three-term Councilor. In the Sanggunian, he held the Chairmanship of the Committee on Education and Committee on Agriculture, and was appointed a member of the Local School Board. During these years, he worked in drafting legislation on education programs and authored the establishment of the Scholarship Program for the poor but deserving students of Batac.His accomplishment did not end here. Alongside with being an elected official, he was actively involved in national and international organizations. He was the Past President of the Annak ti Batac Jaycees (1999-2000), Regional Director for Community Affairs of the Philippine Jaycees and Jaycee International, Senator of Jaycee International, USA in 2004. As a parliamentary leader, he was elected the Provincial External Vice President of the Philippine Councilors’ League (PCL), Ilocos Norte and Regional Executive Vice President of the PCL, Region I in 2001 to 2004. During these years, he was likewise actively involved in the National Movement of Young legislators (NMYL) where he served as Regional President for Region I and Deputy Secretary General. In the same organization, he held the position of National Treasurer in 2004 to 2007. ![]() Since his assumption to office in July 2007 as City Vice Mayor, he is very much focused in keeping his commitment to do his very best as Chief of the Legislative Department and as a public servant in securing a future far better than what the people of Batac are all made to content with, today. Presently, Vice Mayors’ Nalupta is the Executive Vice President of the of the Vice Mayors’ League of the Philippines (VMLP) Ilocos Norte Chapter and the National Executive Board Member of the Vice Mayor’s League of the Philippines. |
