For the year 2008, the 1st Sangguniang Panlungsod continued to embark on its primary task of enacting laws. As they say, lawmaking is ultimately the yardstick by which the legislative will be measured to determine whether or not it has been fulfilling its mandate.
Let us look at these significant measures for each tells a story of how the Sanggunian combined political will with action, policy reform with realization.
In its 72 Regular and 10 Special Sessions, the legislative body introduced a total of 37 Ordinances and 74 Resolutions. Out of these measures filed, 29 Ordinances and 88 Resolutions were passed and approved.

RESOLUTIONS
An effective operation of the city government called for the early enactment of the City Annual Budget for 2008 where the Sanggunian appropriated the amount of Php101, 775,869.00 assuring sufficient funds for infra-projects and those that have the most favorable impact in the delivery of basic services. And to ensure sustainable development, the Sanggunian, through Appropriation Ordinance No. 01 s. 2008 provided the allocation of Php72,516,903.24 from the proceeds of the incremental Internal Revenue Allotment (IRA) share of Batac as a City. From this amount, the following programs and their corresponding allocations were responded:
It is evident that the above allocations are intended for infra projects and services that will be implemented by the barangays in their respective localities, such as improvement and maintenance of road network. This significant increase in real infrastructure spending demonstrated the legislative body's strong commitment to improve infrastructure in the city. An increased level of investment in infrastructure is good as it has direct effects on the living standards of the people and indirectly affects their quality of life through the demand for other inputs and outputs such as health, education, security and convenience. It must be noted though that while Infrastructure Development has the highest share of the city's appropriations for 2008, the Sanggunian did not lose sight of the fact that the greater number of our constituents are dependent on Agriculture for their livelihoods. As such, it has appropriated from the proceeds of the incremental IRA Share the amount of P25, 447,850.00 for the construction of Nagbacalan SWIP.
Corollarily, the members of the legislative body are continuing their priority concern to the Agricultural Sector by providing an approach to increase farm productivity via information technology thru the enactment of an Ordinance Regulating the Use of the Farmers Information Services (FITS) Center, which is now located in the City Agriculture Office. Human Development can never be overlooked. Recognizing the hard work and efforts of its city employees,especially those who have put in many long hours in the cityhood thrust, the Sanggunian allocated through Appropriation Ordinance No. 02 s. 2008, the amount of Php1, 941,346.00 for the 10% salary adjustment of city officials and employees. In keeping with the national thrust and over-all efforts to respond to the real needs of the people, focus on Health and Social Services saw the enactment of Ordinance Appropriating the amount Php54, 980,169.42 from the proceeds of the IRA Share of the City. From this appropriation, the amount of Php6M was correspondingly budgeted for the construction of lying-in clinic and Php3M for the construction of KALIPI Training Center. Further Underlining Health and Welfare concerns, the Sanggunian enacted An Ordinance Prohibiting the Sale of Food Items wrapped, packaged or fastened and/or strapped to cardboards with the use of staple wire. It is noteworthy to underscore that it is in Education where we stand to reap the most from investing in our people. It is indeed significant that consequential to the incorporation of Batac into a City, the Sanggunian, through Resolution No. 17 s. 2008 Authorized the Hon. Mayor to enter a Memorandum of Agreement (MOA) with the Department of Education (DepEd), relative to the Establishment of a City Schools Division in the City of Batac. Relative to the implementation of the Secondary and College Scholarship Program of the City Government, the Sanggunian through Resolution No. 31 s. 2008 authorized the Hon. Mayor to enter into a Memorandum of Agreement (MOA) with Mariano Marcos State University (MMSU) for a FAST-PACE Program where the latter provided financial assistance for students to promote agriculture and related courses and entrepreneurship. As always, the well-being of our youth are vigorously watched by the Sanggunian, hence, the enactment of An Ordinance on Liquor Ban on Minors, AnOrdinance Penalizing Business Establishments Serving or Entertaining Minors within the curfew hours and the passage of Anti-Truancy Ordinance, the objective of which is to ensure that children stay in school during school hours on school days. The Sanggunian has likewise given special attention to children with disabilities, thus, the enactment of Ordinance No. 10 s. 2008 Creating a Stimulation and Therapeutic Activity Center for persons with disabilities. The amount of Php200,000 had been appropriated for its initial operation. Part of its poverty alleviation programs, the legislative body has encouraged livelihood projects and provided credit support to cooperatives and NGOs. This was manifested when the Sanggunian granted an authority to the Hon. Mayor to lengthen the period of the loan extended to the KALIPI in the amount of P500, 000.00. It is in this direction that the Sanggunian also authorized the Hon. Mayor to grant an interest-free loan in the amount of Php360, 000.00 in favor of the Batac Water District and to sign a Memorandum of Agreement (MOA) for this purpose. In its move to protect our Environment, the Sanggunian sought the cooperation of the barangays by calling for the strict implementation of the Forestry Code. Efforts have focused on an intensified campaign against the improper practice of digging root crops thru the passage of an Ordinance regulating said practice to preserve their abundance and to protect the soil from erosion. As always, Peace and Order and Public Safety are particularly stressed and pursued for we can never equate democracy with disorder. With this in mind, the Sanggunian created the Department of Public Safety (DPS) in the City of Batac through Ordinance No. 12 s. 2008. This aspires to sustain the City's, vision to have a peaceful community and maintain law and order. In line with these concerns, the Sanggunian approved an Ordinance Regulating Ambulant Peddlers selling/buying Commodities in the different barangays with the City. Ordinance No. 20 s. 2008 entitled The Gender and Development Code of the City of Batac was enacted by the Sanggunian to ensure that women benefit equally and participate directly in the development programs and projects of the City and ensure their full participation and involvement in the development process. It maybe worthwhile to mention that while the august body has shown an impressive record of accomplishments demonstrated by the number of legislative measures enacted, there are unfinished tasks, pending approval, undergoing necessary revisions and review, including the Investment Code which aims to promote our new city as next center of trade and industry in the province and hopefully, in the region. This will eventually create employment for our people. This Sanggunian has traveled some distance in its second year in Office. But it has much farther to go, and in its continuing journey, there will still be plenty of obstacles along the way. Debate over varied issues and refinement of the Sanggunian's course of action will continue in the plenary, but under all circumstances, the legislative body must continue to move forward. Indeed, despite the €œstatus€ crises that have jolted the City of Batac, the legislative department will continuously take measured steps to always place the welfare of the people on top of its legislative agenda. It is with high hopes and optimism that the Sanggunian leaves this year behind as it moves to the next year that should bring it closer to the achievement of its goal of moving to higher plane of growth. It has been indeed a productive 12 months. Whatever this legislative body has achieved so far is always a reflection of its collective efforts to do right for its people towards the direction in building the City of our Dreams.
