Civil Society Organizations

Definition

Civil Society Organizations (CSOs) are non-government, non-profit, and voluntary groups that operate independently from the State. They play a vital role in governance, service delivery, and community development by representing various sectors of society.

Roles in Local Governance

CSOs contribute significantly to local governance through the following:

  • Represent sectoral and community interests in policy-making processes
  • Participate in the Local Development Council (LDC) and other local special bodies
  • Implement programs and projects aligned with the City’s development priorities
  • Promote transparency and accountability by acting as community watchdogs

Legal Basis

The participation and accreditation of CSOs are guided by the following:

  • Republic Act No. 7160 (Local Government Code of 1991), Sections 34–36
  • DILG Memorandum Circulars on CSO Accreditation and Participation
  • Commission on Audit (COA) Circulars on financial accountability in CSO partnerships

Types of CSOs

The following are recognized types of Civil Society Organizations:

  • Non-Governmental Organizations (NGOs)
  • People’s Organizations (POs)
  • Cooperatives
  • Faith-Based Organizations (FBOs)
  • Community-Based Organizations (CBOs)
  • Sectoral Organizations
  • Non-Profit Organizations (NPOs)

Eligibility Requirements for Accreditation

Interested organizations must submit the following:

  1. Letter of Application
  2. Duly accomplished Application Form for Accreditation
  3. Board Resolution signifying intent for accreditation and representation in local special bodies
  4. Certificate of Registration or valid Certificate of Accreditation from any National Government Agency (for Indigenous Peoples Organizations, certification from NCIP is required)
  5. List of current officers and members
  6. Minutes of the most recent Annual Meeting
  7. Annual Accomplishment Report for the immediately preceding year
  8. Financial Statement (for the immediately preceding year), signed by the organization’s executive officers, indicating sources of funds
